Its not brilliant colour scheme I would improve this if i had time but its simple and clear, the colours are not too busy and work fairly well.
the side navigation bar allows for ease of movement this is standard either down the side or across the top I like that. the font is a ’sans-serif’ font meaning a good readability on monitors. the text sixes are not absouloute so can be increased also the page size is a percentage meaning the site will shrink to fit all windows both points making it easier to view from any computer and for all audiences.
Unfortunately I could not load your page so I was unable to see what you have done. It is clear from your discussion that you have a sound idea about what makes “good web design”.
